Thomas R. Lamons joined Cummins & White, LLP as a partner in 2008. His practice focuses on representing and advising clients regarding Federal and California state tax matters. Mr. Lamons has extensive experience involving tax controversy matters.
After graduating from the University of Wyoming Law School in 1983, Mr. Lamons was employed for two years as a judicial law clerk for the Honorable Clarence A. Brimmer, United States District Judge for the District of Wyoming. Commencing in 1985, Mr. Lamons worked in Washington, D.C. for the United States Department of Justice, Tax Division in the Department’s Honors program. In 1990, Mr. Lamons joined the Department of Treasury, Office of Chief Counsel, working first as a Senior Trial Counsel and International Tax Counsel for the District Counsel Office in Laguna Niguel, California. Commencing in 1994, Mr. Lamons worked as a Special Trial Attorney in the Department of Treasury Regional Counsel Office in Dallas, Texas. In his nearly 15 years of government practice, Mr. Lamons represented the United States in tax litigation in several hundred cases in the United States Tax Court, the United States Bankruptcy Court, the United States Circuit Courts of Appeal and the United States Supreme Court. As a Special Trial Attorney, Mr. Lamons represented the Government as lead counsel in complex Tax Court litigation involving proposed tax deficiencies in excess of $10,000,000. During nearly 15 years working for these various Federal agencies, Mr. Lamons advised and represented the government in all stages of tax controversy matters, including large case audits, administrative appeals conferences, trial work and appeals, and collection matters.
Mr. Lamons left the government and went into private practice in Orange County in 1998. In private practice, Mr. Lamons has represented taxpayers in administrative proceedings and litigation involving the IRS, EDD, FTB and SBE. Mr. Lamons is a Certified Specialist, Tax Law, by the State Bar of California Board of Legal Specialization.
Mr. Lamons graduated with honors from the University of Wyoming, both in his undergraduate studies in 1979, and in law school in 1983. He graduated fifth in his class from the University of Wyoming Law School. After becoming a licensed attorney, he continued his academic pursuits, and received a Masters of Laws of Taxation degree from Georgetown University Law Center in Washington, D.C., graduating with distinction in 1989. He has taught tax classes as an adjunct professor at Trinity Law School in Santa Ana, California, and also taught tax classes at Golden Gate University’s graduate school of accounting in Irvine, California. As a student, Mr. Lamons received numerous academic awards and honors, including membership in the Order of the Coif, the President’s Honor Roll, the Dean’s Honor Roll, and the Frosh Honor Roll. He was also a member of his law school’s law review staff during his second and third years of law school.
Mr. Lamons is licensed to practice law in the states of Wyoming and California. In addition to tax controversy work, Mr. Lamons’ areas of practice include consultation with clients concerning tax planning matters, including business formations, mergers and acquisitions and some limited estate planning.
Mr. Lamons resides with his family in Huntington Beach, California.
